Dr. Toa Charm has over 30 years of management, marketing, consulting and executive education experience in innovation and the technology industry. He has held senior management positions in leading multinationals in Hong Kong and mainland technology and financial services companies including Cyberport, HSBC, IBM, Oracle, Kingdee and Jardine Pacific.
During his role as Chief Public Mission Officer at Cyberport, he led his team to establish and cultivate a world-leading digital tech ecosystem in Hong Kong with 1,200+ digital tech companies from 30+ countries. He actively nurtures talents and start-ups especially in AI/Big Data and FinTech areas and is passionate about developing local IT talent.
Mr. Andy Kwok is the CEO of OpenCertHub. He leads the team to promote big data and open-source technology skills via the certification program. Mr. Kwok aims to enhance Data Literacy for society and help the industry cultivate big data talents. The business of OpenCertHub is focusing on Greater China and Southeast Asia.
Possessing 25 years of experience in the Information and Technology fields, Mr. Kwok had held various senior-level positions previously. He was the Senior Manager of Jardine Matheson Group’s company. During his 20 years in JM Group, Mr. Kwok led the sales teams responsible for different client sectors, including multinational financial service corporations, government departments, public and private medical organizations, and JM Group companies. Mr. Kwok was also nominated as the Jardine Ambassador from 2011 to 2013, promoting the MINDSET project, aiming at the community’s mental health concern.
Before founding OpenCertHub, Mr. Kwok was the Business Development Director of a local open-source technology company. During his tenure, Mr. Kwok helped the company win several big data contracts from the public health organisation, including training, consulting, infrastructure, and software solutions. Due to his passion for big data development, Mr. Kwok participated in the “B4B Big Data Challenge” held in 2016 and won the Champion of the “Smart City Stream.” He also assisted B4B to promote big data-related activities to local universities. In late 2018, Mr. Kwok formed a team and founded OpenCertHub. He invited the former Cyberport Chief Public Mission Officer – Dr. Toa Charm as the company’s chairman, continuing his big data development enthusiasm.

Stephen KM Lau, JP, Senior Adviser PWC Consulting Hong Kong specializing in corporate governance and operations in cybersecurity and data privacy , Distinguished Fellow and Past President of the Hong Kong Computer Society (HKCS), has over 40 years’ experience in information technology and banking industries in both the government and private sector where he held a number of senior management positions, including the first Privacy Commissioner for Personal Data for Hong Kong (1996-2001), Head of Operations and Technology for Citicorp Investment Bank Asia Pacific, President of North Asia for EDS the global IT outsourcing giant , and Department Head of the Hong Kong Government Data Processing Agency (the precursor to ITSD and OGCIO).
Active in community affairs, Mr Lau was President of HKCS from 2010-2013, Chairman of Asia Pacific Information and Communications Technology Alliance (APICTA) (2006-2009), and a Member of the Multistakeholder Advisory Committee for the UN’s Internet Governance Forum (2008-2013). He is currently Honorary Adviser to Cyberport and the HK Science and Technology Park.
In 1984, Mr Lau was awarded Member of the British Empire (MBE) for his outstanding service to the Hong Kong Government and the community in the area of information technology. In 1986, he was made a Distinguished Fellow of HKCS. In June 2001, he was made a Justice of the Peace (JP). In 2009, he was elected a Fellow of the Hong Kong Institution of Engineers. In November 2013 he was awarded the HKCS Life Time Achievement Award for his sustained contributions to the HK ICT community and the Asia Pacific ICT Alliance (APICTA).
A Former Chairman of the Departmental Advisory Committee of the Department of Information Studies at the City University of Hong Kong, Mr Lau has a bachelor’s degree from the University of Manchester and a master’s in computer science from London University. Susanna Chiu has more than 30 years of experience in accounting, IT Governance, business management and operations. Susanna is currently Executive Director of Bonjour Holdings Ltd, and formerly Eastern China Chief Representative under Li & Fung Group. Prior to this, she served as the Chief Operating Officer at DVN Holdings Company Limited. Susanna has been serving as an independent non-executive director at Nanyang Commercial Bank Limited and at various companies listed on Hong Kong Stock Exchange.
Susanna graduated with First Class Honours in Economics from the University of Sheffield and holds an EMBA degree from the Chinese University of Hong Kong in 1997. Susanna was the President of the Hong Kong Institute of Certified Public Accountants in 2013, and the president of the Information Systems Audit and Control Association (China Hong Kong Chapter) from 2001 to 2006. She is a qualified Chartered Accountant from England, a Hong Kong Certified Public Accountant, a China Certified Public Accountant and a Certified Information Systems Auditor.
Susanna was awarded the Medal of Honour by the Hong Kong Government in 2013 for her achievement and dedication in public services especially in relations to the accounting profession. She was also awarded the “Outstanding Women Professionals” Award in 2014, “Distinguished Alumni” Award from Sheffield University and was also awarded “2017 Outstanding Business Women” by Hong Kong Commercial Daily in 2017. Ir. Susanna Shen has over 25 years of experience in Information Technology. She was appointed as the Head of Information Technology in The Hong Kong & China Gas Company Limited (Towngas) in 2005. Before taking up this role, she was the Chief Operating Officer of iCare.com Limited, previously a subsidiary business of Towngas. The IT team under Susanna’s leadership is responsible for providing Towngas Group’s IT services and solutions to support the business mission of Towngas and its subsidiaries as well as its Mainland businesses.
Susanna is serving in several Advisory committees in the public sector and also in various advisory panels, universities and professional bodies. She has been the Chairperson of CIO Board – HK Computer Society since 2017. She has got various awards in her career tenure and the latest one was HK CIO Awards 2017 (Large Enterprise).
Dr. Meikei Ieong is a recognized global leader in innovation and technology. He has extensive experience in leading world class research organizations and in building research infrastructure. He is currently CEO of United Microelectronics Centre (Hong Kong) Ltd. He was Chief Technology Officer of Hong Kong Applied Science and Technology Research Institute (HK ASTRI), responsible for the overall R&D strategy and execution of key research initiatives including Smart City and National Research Center in ASIC System. Prior to that he held various leadership positions in leading technology companies, including TSMC and IBM research. He was adjunct professor at the Electrical Engineering department of Columbia University, NY.
Meikei holds a PhD degree in Electrical and Computer Engineering from University of Massachusetts, Amherst and an MBA degree from the MIT Sloan Fellows Program at MIT School of Management. Meikei has authored and co-authored more than 130 papers in referred journals and conferences. He is also a prolific inventor and has been granted more than 120 patents. Meikei is an IEEE Fellow.
Michael has over 30 years of experience in IT, in particular Internet, mobile apps and online travel services. Other areas of expertise include web usability, computer security, public key infrastructure and database technologies. He has developed and managed systems for a number of organizations, including Caltex, Cathay Pacific Airways, the HKSAR Government, Hutchison-Priceline, HKICPA, SingTel and Tradelink.
Michael holds an MBA from the Australian Graduate School of Management. As one of the Cloud Security Alliance Hong Kong and Macau Chapter founding members, Michael is now serving the chapter as Immediate Past Chairman. In addition, he is also the Past President of ISACA China Hong Kong Chapter.

Teddy Liu currently oversees three core teams at his role, namely corporate development for planning, promoting and managing corporate change initiatives, talent training and development as well as internal audit. Mr. Liu has served New World Group for over 20 years with diversified experience in business management and corporate controllership functions. Prior to joining New World, Mr. Liu had worked for PricewaterhouseCoopers for five years with major focus on statutory audit, due diligence, merger and acquisition, and tax planning.
Mr. Liu holds the Certified Public Accountants designation and is a member of various professional bodies in the field of accounting, company secretary and taxation. He also holds a Juris Doctor degree from The Chinese University of Hong Kong and an MBA degree from The University of Hong Kong.
Born and raised in Hong Kong, Dr Daniel Yan, a lifelong learner, is a seasoned executive in Hong Kong’s Vocational and Professional Education and Training.
Prior to joining the education sector, he undertook sales and marketing positions in several multinational corporations in both Hong Kong and Mainland China, including American and German conglomerates, and was actively involved in tasks such as distribution network management, and regional strategy formulation and implementation.
At Vocational Training Council, Daniel is well-versed in programme, academic and also campus management. In 2017, he leads the pioneering development of the Interdisciplinary Unit to cope with the changing landscape of industries emphasizing interdisciplinarity and Innotech applications. He also oversees the compliance of learning programmes with corporate regulations, and actively contributes to new infrastructural developments of the council.
Daniel serves as a member of the Kwai Tsing District Youth Programme Committee and was a member of the Advisory Group: Financial Education for Tertiary Students of SFC’s Investor Education Centre.
Ir. Prof. Joseph Kee-Yin NG received his B.Sc., M.Sc., and Ph.D. degree in Computer Science all from the University of Illinois at Urbana-Champaign. Ir. Prof. Ng joined Hong Kong Baptist University in 1993, and is a full professor and the Director of the Research Centre for Ubiquitous Computing in the Department of Computer Science. He is also the former programme director of the Computer Science degree programme and introduced Health Information Technology and Health Informatics into the undergraduate and the graduate programmes in HKBU. Ir. Prof. Ng’s current research interests include Real-Time & Embedded Systems, Cyber Physical Systems, Internet of Things, Wireless Communications, and Ubiquitous/Pervasive Computing, Location-aware Computing, Mobile & Ubiquitous Healthcare. Ir. Prof. Ng has obtained 2 Patents and published over 175 technical papers in journals, and conferences. Ir. Prof. Ng also served as Steering Chairs, Program Chairs, and General Chairs for numerous International Conferences as well as Associate Editors and members of the editorial board of International Journals.
Ir. Prof. Ng had also served as the Region 10 Coordinator for the Chapter Activities Board of the IEEE Computer Society, and was the Coordinator of the IEEE Computer Society Distinguished Visitors Program (Asia/Pacific). He is a senior member of the IEEE and has been a member of the IEEE Computer Society since 1991. Ir. Prof. Ng has been an Exco-member, General Secretary, Vice-Chair, Chair and now a past Chair and Exco-member for the IEEE, Hong Kong Section, Computer Society Chapter. Ir. Prof. Ng received numerous Awards and Certificate of Appreciation from IEEE, IEEE Region 10, IEEE Computer Society, and from IEEE Hong Kong Section, for his Leadership and Services to the ICT Industry. He is also a member of the IEEE Communication Society, ACM, a fellow of the Hong Kong Institution of Engineers, a fellow of Hong Kong Computer Society, and the Founding Member and Exco-Member, Treasurer & Vice-Chair for the Internet Society (ISOC)-Hong Kong Chapter. Ir. Prof. Ng had also been a member of the Board of Directors of the Hong Kong Internet Registration Corporation Limited (HKIRC) and within his term has won The Directors of the Year 2012 Award organized by The Hong Kong Institute of Directors (HKIoD).
Dr. Chen Kai has over 15 years of research, engineering, management, consulting, entrepreneurship and training experience in the innovation and technology industries. Dr. Chen Kai specializes in artificial intelligence, big data, communications, start-ups and industry-university-research collaboration.
Dr. Chen Kai joined Onlyou.com in July 2016. He is currently the co-founder and CEO of Shanghai Shenyao Intelligent Technology Co., Ltd., a subsidiary of Onlyou.com. In December 2016, Dr. Chen co-founded The Onlyou Institute of Artificial Intelligence, and served as the vice president. In Onlyou.com, the algorithm team of more than 30 people led by Dr. Chen built the DUE (document understanding engine), which realized the classification, recognition, structure, semantic understanding, high-trust processing and other functions of documents/invoice. Products have been widely used in finance, taxation, insurance, banking, customs, government and other enterprises.
Prior to joining Onlyou.com, Dr. Chen Kai held research positions in the Department of Electronics, Shanghai Jiaotong University, and presided over more than 40 projects, and published 50+ research papers in WWW, KDD, TOIS, TOM and academic conferences and journals, and applied for 20 patents and obtained authorization. Dr. Chen has in-depth experience in international and domestic enterprises, including Intel, Huawei, Yahoo, Microsoft Research, Alibaba, China Telecom, Pacific Insurance Group, and China Construction Bank. Such well-known companies established long-term scientific research cooperation.
Dr. Oliver Au has over 25 years of experience in software development, teaching and research. He has worked for IBM Toronto Laboratory, CIBC and Toronto Dominion Bank. His IBM projects include C compilers and an AI system in the Prolog language.
He taught at the City University of Hong Kong and has been with the Open University of Hong Kong for over 10 years. He has been an active researcher in applying ICT to education. More recently, he has become interested in applying AI to education.
Dr. Cheung is currently an associate professor in the department of EE, City University of Hong Kong. He worked as a system administrator and a founding team member in a parallel cluster computing company, Cluster Technology Limited in 2002. In 2004, he received Hong Kong Croucher Foundation Scholarship for his Ph.D. study at Imperial College where he involved in industry projects with High-performance computing company, Maxeler. He was with Stanford University and UCLA in the summer of 2005 and 2006 as a visiting scholar. After completing his Ph.D. study, he received the Hong Kong Croucher Foundation Fellowship and moved to Los Angeles, in the Electrical Engineering department at UCLA, where he spent two years with Image Communication Lab for continuing his research work and collaborated research work with Cisco Systems. In 2008, he took a 6-month internship at a top IC design company in Hong Kong, Solomon-Systech Limited as a senior digital IC designer. In 2009, he visited the PALMS group in the Department of Electrical Engineering at Princeton University as a visiting research fellow before returning to Hong Kong. He also co-founded the Xilinx Research Lab at CityU in the Department of Electronic Engineering. His current research interests include high-performance computing, hardware designs, and design exploration. He is the past chairman of the IEEE Hong Kong Section CAS/COM Chapter, and executive committee member of the IEEE Hong Kong Section Computer Chapter. He is the author of over 150 journal papers and conference papers.
Dr Victor Ng has 20 years of experiences across technology and education fields in Hong Kong and Mainland. He held management positions in both private and public organisations, overseeing technology consultancy and project management, technology transfer and commercialization as well as vocational and professional education and training. As a pioneer in corporate academy and quality assurance advisory, he led key projects on setting up corporate academies, establishing quality assurance systems, acquiring local and international accreditations as well as developing professional certification and accreditation schemes for listed companies, statutory bodies and government departments.
He was an Associate Member of the Central Policy Unit of HKSAR Government and has served as a Court Member of the University of Hong Kong for over 10 years. He is currently serving as a Certification Board Member of the Hong Kong Institute for IT Professional Certification and the General Secretary of Hong Kong University Graduates Association Education Foundation.
He graduated from the University of Hong Kong with first-class honours. He received Master’s degrees from the Chinese University of Hong Kong and the University of Oxford with the British Chevening Scholarship. He received his PhD degree from the Sun Yat-sen University.
Dr. Wong obtained her PhD in Decision Sciences and Managerial Economics from the Chinese University of Hong Kong. She is highly experienced in research on multidisciplinary topics relating to Business Logistics Planning and Design; Knowledge Management and Decision Support System; Information Systems and e-Business Management; and Airport and Airfreight Planning and Management.
Dr. Wong is an active researcher and she has published in top tier journals in the field, such as International Journal of Production Economics, Transportation Science, and European Journal of Operational Research. She also engaged in different local and international conferences as Chair /Co-Chair, and acted as the reviewer in several academic journals. Besides, she has been successfully awarded many external research grants, and these grants amounted to over eight million dollars.
As a SCOR-P, Dr. Wong has strong industry knowledge and established very good industry connections. She is also the Director of the Policy Research Institute of Global Supply Chain (PRISC) which is active in collaborating with industry practitioners to conduct state-of-the-art projects in supply chain and logistics management.
Weidong Zhao is currently an Associate Professor at School of Computer Science of Fudan University in China. He received his Ph.D. from the Institute of System Engineering at Southeast University, China, in 2001. He was a visiting scholar in Stern School of Business, New York University between 2011and 2012. His current research interests include machine learning, intelligent data analysis and big data. He has also published some research papers in international such as Knowledge and Information Systems, Information Processing & Management, Information System Frontier, etc.
